OIC CAREER OPPORTUNITY



The Office of the Insurance Commissioner's (OIC) Unauthorized Companies & Registered Entities Investigations Unit is seeking a motivated and qualified individual to fill an Investigations Manager (Exempt) position. This position is assigned to the Legal Affairs Division, located in our Tumwater office.


The Investigations Manager (Exempt) oversees all investigations of health care sharing ministries, fraudulent ERISA plans, service contract providers, discount plan organizations, captive insurance companies, protection product guarantee providers, health care and pharmacy benefit managers, and unauthorized insurance companies.

This is a Civil Service Exempt position. The annual salary range for this position is $90,000 - $125,000.

DUTIES

The duties of the position include, but are not limited to:

  • Developing and revising policies and procedures for investigations.
  • Developing clear written guidance for investigations.
  • Ensuring efficient and effective use of staff and agency resources.
  • Committing to the overall responsibility of managing a team consisting of three (3) Investigator 3s.
  • Ensuring employees receive required training, mentoring, and guidance needed to meet established expectations.
  • Assigning, planning, instructing, and checking the work of assigned staff; coaching and recognizing staff.
  • Determining and adjusting the schedules for assigned staff.
  • Conducting supervisory fact-findings.

QUALIFICATIONS

Required Qualifications:


You must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section.


  • Option 1: Nine (9) or more years of experience as an investigator or equivalent in a law enforcement or regulatory agency, or in the insurance industry or other directly related investigatory experience. At least two (2) years of this experience must have been in a supervisory capacity/senior-level position overseeing the work of other investigators.

  • Option 2: An associate degree and seven (7) years of experience as an investigator or equivalent in a law enforcement or regulatory agency, or in the insurance industry or other directly related investigatory experience. At least two (2) years of this experience must have been in a supervisory capacity/senior-level position overseeing the work of other investigators.

  • Option 3: A bachelor's degree and five (5) years of experience as an investigator or equivalent in a law enforcement or regulatory agency, or in the insurance industry or other directly related investigatory experience. At least two (2) years of this experience must have been in a supervisory capacity/senior-level position overseeing the work of other investigators.

  • Option 4: A master's degree and three (3) years of experience as an investigator or equivalent in a law enforcement or regulatory agency, or in the insurance industry or other directly related investigatory experience. At least two (2) years of this experience must have been in a supervisory capacity/senior-level position overseeing the work of other investigators.

"Experience" is defined as (a) gathering and analyzing relevant, highly technical data, (b) interpreting and organizing this information, (c) applying the facts to legal statutes, and (d) preparing detailed reports with conclusions supported by evidence keyed to legal statutes). Such experience may be gained through the following types of work functions: review, analysis, and evaluation of insurance contracts or forms for compliance with laws and regulations; investigation and resolution of consumer complaints; professional work experience in areas such as regulatory examinations and regulatory compliance; and ability to conduct audit activities, summarize findings, and recommend corrective actions.





AND

  • The ability to train other investigators.
  • The ability to interpret and apply state and federal regulations and laws.
  • The ability to write and speak clearly, concisely, accurately, and informatively.
  • The ability to exercise objective and mature judgment in a wide variety of settings.

Preferred/Desired:

  • Prior experience supervising investigative, financial examination, or audit staff.
  • Financial examination, pharmacist, or financial audit experience in a regulatory environment.
  • Investigative experience involving the insurance industry or other regulatory compliance.
  • Familiarity with Title 48 and WAC 284.
  • Qualifying investigative experience was performed within the past three years.
  • Bachelor's degree issued by an accredited college or university.
  • Experience in reading, analyzing, and interpreting complex agreements and contracts; especially insurance contracts and agreements.
