Position: FACILITIES MAINTENANCE ENGINEER-COMMUNITY CEN


Description:


Summary of Duties


Operate, maintain, inspect, and repair heating, ventilation, air conditioning(HVAC), plumbing, mechanical, electrical, and structural systems primarily for the Community Center Building. Troubleshoot a wide variety of building system problems; then develop and implement short-term and long-term solutions, proactively repair or replace failing equipment, complete preventative maintenance work, and resolve emergencies. Provide lead work direction and mentoring to subordinates and oversight to vendors. Propose, analyze, coordinate, and lead projects within the Community Center and other buildings within the city as needed.


Essential Duties and Responsibilities



  • Maintain building systems in good operating condition. Perform tests, analyze results, and document adjustments made to building systems.

  • Adjust and repair HVAC, plumbing, mechanical, and electrical equipment and controls.

  • Perform preventative maintenance inspections and complete tasks on systems and equipment.

  • Purchases maintenance products as needed using a City purchasing card.

  • Evaluate system malfunctions and breakdowns. Develop repair plans and schedules; develop cost estimates as needed.

  • Perform snow and ice removal and provide for safe building environments.

  • Maintain outside grounds; mowing.

  • Provide lead work direction to subordinates and contractors. Trains and instructs subordinates in equipment operation and maintenance procedures.

  • Assist in the development and implementation of energy conservation measures.

  • Operates and maintains a variety of equipment used to maintain the facility.

  • Update "As-built" drawings and operating manuals/procedures; showing modifications to existing systems.

  • Lead and assist in organizing, directing, and coordinating multiple projects for the Community Center including ensuring contractor conformance to documents, recommending change orders, and payments, and project closeout.

  • Coordinate, plan, and schedule work, including the shared use of equipment, buildings, supplies, and staff within the municipal services department.

  • Participates in the analysis of proposed projects and existing infrastructure, participates in project planning including identification of issues affecting success, developing strategies, and evaluating work and results.

  • Maintains an understanding of overall responsibilities and current status of all projects and other tasks related to this position. Prepare analysis and recommendations to the superintendent.

  • Respond to emergencies and serve on-call during nights and weekends as needed.

  • Assists with special projects and performs other similar duties as assigned.

Budgetary Responsibilities



  • Will assist the Municipal Services Superintendent in monitoring the budget and provide input on annual budgets.


Minimum Qualifications



  • Associate's degree in Heating Ventilation and Air Conditioning, Refrigeration, Plumbing, Boiler Maintenance, Energy Maintenance, or a related field AND Two years' experience in the field of facilities maintenance/building engineering. OR

  • An equivalent combination of education and experience in the field of facilities maintenance/building engineering facilities maintenance to equal or exceed 4 years.

  • Must possess a high school diploma or equivalent.

  • Must be able to obtain and maintain a class B with air CDL within 6 months of hire.

  • Newly hired Employee has 90 days to obtain the written exams and must obtain the CDL with air endorsement no later than the completion of his/her sixth month of employment. The city will pay for the cost of obtaining a CDL, and the employee will sign an agreement to remain employed for two years after obtaining a CDL or will pay back a prorated amount.

  • Must pass a drug test as prescribed by City policy.


Knowledge, Skills, Abilities and Competencies



  • Significant knowledge of the practices and procedures of building operations, maintenance, and repair.

  • Significant knowledge of various mechanical, electrical, plumbing, pneumatic, and HVAC controls and systems.

  • Knowledge of boiler and chiller operation and controls.

  • Knowledge of building safety and regulations and codes.

  • Knowledge of swimming pool operations and maintenance.

  • Ability to work with minimal supervision, set priorities, and organize multiple work tasks.

  • Ability to work in a team environment, take direction from leaders, and give direction to subordinates.

  • Ability to read and understand blueprints, specifications, and technical instructions.

  • Ability to communicate effectively both orally and in writing.

  • Knowledge and ability to complete basic computer work tasks such as; create & send emails, open & modify Word or Excel documents, and perform basic internet searches Intermediate knowledge of Outlook, excel, word, and the Internet is desired.


Work Environment, Physical Demands, and Other Requirements



  • Work is performed inside and outside of the Community Center and in the City, under the full range of climatic conditions of heat, cold, rain, snow, or other forms of precipitation.

  • Exposures may include, moving machinery, powered equipment, uneven and/or slippery surfaces, loud noise, dust, dirt, oil, grease, solvents, fumes, vibrations, noise, sharp edges, airborne/blood/bodily fluids, working at heights or congested areas, and all hazards associated with indoor and outdoor building work.

  • May be exposed to heights or precarious places.

  • Position requires sensory demands of hearing, speech, smell/taste, near & far vision, tactile, and spatial perception.

  • The posture and movement requirements for this position are; walk, bend/stoop, twist, balance, and reach forward on a frequent basis and sit, stand, low-level work, squat/kneel, climb stairs and ladders, reaching overhead and low-level, and push/pull on an occasional basis.

  • May be required to lift/move up to 50 pounds unassisted, heavier lifting with help from others and equipment.
