JOB DESCRIPTION










Park City is seeking two Deputy City Managers to support our City Manager, City Council, and our employees, residents, and visitors! We are especially interested in candidates with experience in some combination of Planning, Land Management, Policy Development, and Operations, either in a municipality or large organization with relevant or applicable functions.


The Deputy City Manager (DCM) is a critical role, serving as both administrative head of a mid-sized municipal government and community leader. The DCM is responsible for overseeing the City's day-to-day operations and administration, acting as the link between the elected officials and the various municipal departments and agencies. This position requires a unique blend of skills, including leadership, administration, and problem-solving, as you are tasked with a wide range of municipal service delivery.


Strong communication, sound judgment, and strategic collaboration with department heads, elected officials, and the general public are essential to meet the needs of residents, visitors, and workers.


Primary Responsibilities:






  • Oversee Department Operations:

    1. Guides the performance of day-to-day operations working with department heads to ensure alignment with city goals, codes, and regulations. Coordinate interdepartmental initiatives and collaboration with external stakeholders.

    2. Ensures a high-performance, service-oriented work environment that is collaborative, customized and results-driven.

    3. Provides strategic direction to staff for City Council presentations and reports.

    4. Establishes appropriate service and staffing levels, monitors and evaluates department service delivery, including KPIs, budget targets, project schedules, and results.



  • Support the City Manager:

    1. Support the City Manager in implementing policies, programs, and projects approved by the City Council.

    2. Act as the City Manager in their absence, officiating City Council and public meetings.

    3. Provides support for the regulatory realm of land use, building, and engineering divisions, and can assist in bridging the applicant side and internal regulatory side of application review.



  • Communications & Strategic Planning:

    1. Provide communication and community engagement strategy support for both internal and external communications efforts, including local media outlets and press.

    2. Experience with organizational development, performance management, and public-private partnerships.

    3. Leads long-term planning initiatives to promote sustainable community development and code and regulation amendments.






Qualifications




  • Education: Bachelor's degree in Public Administration, Political Science, Business Administration, or a related field. A Master's degree is preferred.


  • Experience: 10-15 years of progressive experience in public administration or municipal government or applicable private or non-profit sectors, including supervisory roles. Experience with strategic planning and development and/or regulatory processes required.


  • Skills:
    Strong leadership and management capabilities. Excellent communication and interpersonal skills. Analytical and problem-solving expertise. Budgeting and financial and land process management knowledge. Ability to work effectively with elected officials, staff, and the public.


  • Results: History of proven results and outcomes and leadership.

WORKING CONDITIONS:



  • Work is performed primarily in an office setting.

  • Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
