Employment Services Manager - Equal Employment Opportunity Program (EEOP)



Valley Water is looking for a dedicated and experienced Employment Services Manager to support employees, foster a positive workplace culture, and oversee our Equal Employment Opportunity Program (EEOP). This position will be dedicated to support and assist employees access the variety of resource Valley Water has available to address and resolve employee issues and concerns at the lowest possible level. This position will mediate employee issues, by addressing workplace conflicts and connecting them to resources including our benefits such as the Employee Assistance Program, mentors, and training through our Workforce Development Team. In addition, this position will also oversee all aspects of the EEOP including investigating complaints, conducting employee and supervisor training and ongoing employee communication to foster a work environment free of discrimination, harassment, abusive conduct, and/or retaliation.

About Valley Water:


Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San Jose, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.



Key Responsibilities include, but are not limited to:

  • Serve as a primary resource for employees, assisting with workplace concerns and connecting them to available resources.

  • Mediate workplace conflicts and facilitate resolutions at the lowest possible level.

  • Promote and facilitate access to benefits such as the Employee Assistance Program, mentorship opportunities, and Workforce Development training.

  • Oversee all aspects of the EEOP, including investigating complaints and fostering a discrimination-free workplace.

  • Conduct intake meetings to assess employee concerns and determine appropriate resolutions.

  • Lead EEO investigations, prepare comprehensive reports, and present findings with recommendations. Collaborate with Labor Relations and bargaining units on substantiated policy violations

  • Develop and deliver engaging training sessions for employees and supervisors on Ethics and Equal Opportunity Programs.

  • Increase awareness and communication on policies and procedures related to Ethics and Equal Opportunity.

  • Collaborate with HR departments and Bargaining Units to proactively address and resolve employee issues.

  • Analyze complaint trends and propose solutions to enhance workplace equity and inclusivity.

  • Research best practices and recommend policy improvements to align with evolving workplace standards.

  • Perform other duties as assigned to support HR initiatives and employee well-being.



  • Ensures adherence to and implementation of relevant Memorandum of Understanding (MOU) agreements, policies, and federal and state regulations.


Ideal Candidate's Background Includes:



Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.



Ideal Experience:

  • Minimum of five (5) years of experience in human resources, employee relations, organizational development, or a related field.

  • At least two (2) years of supervisory experience managing HR-related programs or personnel.

  • Hands-on experience conducting EEO investigations, mediation, and workplace conflict resolution.

  • Proven track record of developing and delivering training programs on ethics, compliance, and employee rights.

  • Experience collaborating with labor relations, workforce development, and employee advocacy programs.

  • Strong background in policy analysis, report writing, and workplace data analytics.

  • Mediation and/or ombudsman experience


Ideal Skills and Abilities:

  • Strong interpersonal and mediation skills to address and resolve employee concerns effectively.

  • Ability to manage sensitive issues with discretion, confidentiality, and professionalism.

  • Excellent public speaking and presentation skills for delivering impactful training programs.

  • Proficiency in data analysis and trend identification to support continuous improvement.

  • Ability to build trust and foster collaborative relationships with employees, HR teams, and bargaining units.

  • Strong problem-solving and critical-thinking skills with a proactive approach to workplace challenges.


Ideal Knowledge:

  • In-depth knowledge of Equal Employment Opportunity (EEO) laws, policies, and best practices.

  • Familiarity with HR functions, including employee relations, labor relations, and workforce development.

  • Understanding of conflict resolution techniques and mediation strategies.

  • Knowledge of data analytics as it pertains to HR trends and workplace culture improvements.

  • Awareness of employee benefits programs, including Employee Assistance Programs (EAP) and mentorship initiatives.



  • Knowledge of Federal and state laws and regulations, including Fair Employment and Housing Act, Equal Employment Opportunity, Family Medical Leave Act, California Family Rights Act, Pregnancy Disability Leave, California Public Employee Retirement System, Workers' Compensation, and other laws and regulations related to public sector employers.

  • Computer software applications, such as MS Word, Excel, Outlook, PowerPoint, Infor HRIS, VEMO, SABA, KUDOS, SAP Litmos, NEOGOV Recruitment Online Application software, Smart Draw, and other specialized software and databases.


Ideal Training and Education:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management, organizational development, public or business administration, or a related field.

  • Additional certifications in EEO compliance, mediation, conflict resolution, or HR management are a plus.

Labor Relations & EEO Unit
(Position Code 16)



Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.



This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
